Commission on Audit, Regional Office VI is thrilled to extend its warm congratulations to Ms. Famela Llanto Manibog and Mr. Jessy James Briones on receiving the prestigious Civil Service Commission Regional Presidential Lingkod Bayan Award. This award is conferred to an individual or group member for exceptional and extraordinary contributions resulting from an idea or performance that had a nationwide impact on public interest, security, and patrimony. 

Ms. Manibog and Mr. Briones are members of the Audit Team, led by Marilou P. Sumcad (retired effective March 16, 2023).  The remarkable work that their Audit Team did in the review of the Foreshore Areas Management of the Department of Environment and Natural Resources (DENR) led to the collection of a whopping amount of ₱21.71 million during the 4th quarter of CY 2021.  This has significantly increased the PENRO-Capiz’s average annual collection of ₱1.016 million in the last five years by ₱20.694 million.  

The tangible and visible results of their audit observation and recommendation; and its possible replication by other PENROs nationwide have led to the inclusion of the area as one of the audit foci in the Specific Audit Instructions for all audit teams assigned to DENR. As other PENROs benchmark the learnings from the work originated by the Audit Team, it is expected that more funds will be made available to support the successful and effective implementation of the Foreshore Areas Management program by DENR. 

This remarkable achievement is indeed a testament to your unwavering dedication, superb service, and outstanding contributions to the Commission and the nation.  Your recognition is a well-deserved honor, and we take immense pride in having you as one of our exemplary colleagues in the Commission on Audit, Regional Office VI.
